Prioritizes reimbursements from the dry cleaner environmental response and reimbursement account to persons meeting specific conditions under section 115B.48, subdivision 10, clause (2), and to commissioner expenditures on behalf of owners or operators who failed to complete requested response actions.

Prohibits the use of perchloroethylene as a dry cleaning solvent effective December 31, 2023.

Transfers $600,000 from the remediation fund to the dry cleaner environmental response and reimbursement account in fiscal year 2021 for a report to legislative committees assessing insurance cost recovery, long-term revenues and expenditures, and recommendations for covering future environmental response costs.

Appropriates $400,000 in fiscal year 2021 from the remediation fund to the Pollution Control Agency for a cost-share program reimbursing dry cleaning facility owners or operators up to $25,000 each for transition costs to environmentally preferred solvents, available until June 30, 2024.
