Modifies priority ranking system for environmental cleanups to use federal Environmental Protection Agency's Hazard Ranking System and criteria based on relative risk to public health, welfare, and environment.

Expands Pollution Control Agency commissioner authority to acquire real property interests (fee title or easements) at priority qualified facilities through donation or eminent domain to ensure completion and long-term effectiveness of environmental response actions.

Establishes eminent domain damage awards calculated as the greater of $500 or the property value before taking minus remediation costs, with provisions for reimbursement if actual expenses exceed estimated remediation costs.

Authorizes state liens on property for environmental response costs and increases in property value attributable to cleanup actions, with liens taking precedence over other liens if property was included in any facility permit.

Adds authority for commissioner to acquire environmental covenants and easements at solid waste disposal facilities for closure, postclosure care, and post-closure period actions, effective January 1, 2020.
