Requires state agencies with more than 50 full-time equivalent employees to reduce management and supervisory personnel at the same percentage rate as line and support personnel during layoffs.

Mandates that when layoffs occur due to funding shortages, agencies must distribute personnel reductions so that economies outside the metropolitan area are not disproportionately affected.

Defines the metropolitan area according to Minnesota Statutes section 473.121, subdivision 2.

Becomes effective the day following final enactment and applies to collective bargaining agreements entered into on or after that date.
