Appropriates $5,500,000 to the city of St. Paul for a bus driver and mechanics training facility on Sycamore Street offering programming primarily in Southeast Asian languages.

Appropriates funds for a second training facility on Plato Avenue in St. Paul for health care, manufacturing, and information technology jobs with programming primarily in Southeast Asian languages.

Allows a portion of the Plato site to be used for colocated high school and child care facilities open to the public.

Permits both facilities to include on-site wrap-around supportive services such as housing assistance, mental health services, adult basic education, and health care enrollment and access.

Allows the city of St. Paul to lease or enter into management agreements with nonprofit corporations to operate either or both facilities under Minnesota Statutes, section 16A.695.
