Amends Laws 2014, chapter 211, section 13 to extend the effective date of certain provisions from July 1, 2020 to January 1, 2022, with retroactive application from July 1, 2020.

Permits notarial officers to satisfy the in-person appearance requirement for real estate documents through real-time video conference when both parties are physically located in Minnesota during a peacetime public health emergency and for 60 days after expiration.

Requires notarial officers conducting video notarizations to create and maintain audio and video recordings for at least 10 years, with recordings subject to inspection by the commissioner of commerce.

Allows grant encumbrances issued by June 30, 2020 to be extended for two additional fiscal years beyond the original cancellation date, subject to commissioner of management and budget approval.

Requires the commissioner of management and budget to submit a report by December 31, 2020 listing all grant encumbrance extension requests, itemizing approvals and denials.
