Amends Minnesota Statutes section 43A.046 to add a new requirement that agencies must protect economies outside the metropolitan area from disproportionate impact when conducting necessary staff reductions due to funding shortages.

Agencies with more than 50 full-time equivalent employees must reduce management and supervisory personnel at least at the same percentage rate as line and support personnel during layoffs.

Defines the metropolitan area according to section 473.121, subdivision 2, and requires that rural and non-metropolitan economies not be disproportionately affected by employee layoffs.

Effective the day following final enactment and applies to all collective bargaining agreements entered into on or after that date.
