Establishes new law in Minnesota Statutes chapter 477A requiring cities to certify peace officer numbers annually to the state auditor, comparing 2020 budget levels to current budgets.

Defines "identified city" as any city that adopts a budget providing fewer peace officers than in its 2020 budget.

Requires state auditor to certify lists of compliant cities and identified cities to the commissioner by March 15 each year, beginning in 2021.

Withholds all local government aid from identified cities or cities failing to certify, making them ineligible under sections 477A.011 to 477A.03 beginning with aids payable in 2021.

Directs aid reductions to cancel to the general fund rather than being reallocated to other cities.
