Amends Laws 2020, First Special Session chapter 1, section 4 regarding small business relief grants funded by $60,000,000 from the coronavirus relief fund available until December 30, 2020.

Changes grant eligibility requirement from March 1, 2020 to the date of grant disbursement for businesses to be in good standing with the secretary of state and Department of Revenue.

Grants up to $10,000 per business must be awarded by lottery over a period of no more than ten calendar days, with priority given to businesses restricted from operating by executive order on May 18, 2020.

Establishes minimum funding allocations: $18,000,000 for businesses with six or fewer full-time workers; $15,000,000 for minority-owned, veteran-owned, and women-owned businesses; and $2,500,000 for ethnic cultural retail markets with at least 25 tenants.

Exempts grants and grant-making process from specific Minnesota statutes (sections 16A.15, 16B.97, and 16B.98) through December 30, 2020, with effective date retroactive to June 15, 2020.
