Modifies advanced biofuel, renewable chemical, and biomass thermal incentive programs to restrict new claims beginning September 1, 2021, to facilities that submitted claims prior to July 31, 2021.

Appropriates $5,000,000 in fiscal year 2020 and $5,000,000 in fiscal year 2021 from the renewable development account to the commissioner of agriculture for bioincentive program payments to producers of advanced biofuels, renewable chemicals, and biomass thermal energy.

Appropriates $5,200,000 in fiscal year 2021 from the renewable development account to the commissioner of commerce for a grant to the University of Minnesota West Central Research and Outreach Center to develop energy storage systems utilizing hydrogen and ammonia production, contingent on matching federal Department of Energy funding.

Appropriates $3,800,000 in fiscal year 2021 from the renewable development account to the commissioner of employment and economic development for a grant to the Mountain Iron Economic Development Authority to expand a city-owned solar module manufacturing plant.

Modifies budget surplus allocation priorities to include transfers of up to $22,000,000 to the clean water fund beginning in fiscal year 2025 and up to $10,000,000 to the renewable development account.
