Authorizes notarial officers to conduct real estate document notarizations via video conference during a peacetime public health emergency and for 60 days after its expiration, provided both parties remain physically located within Minnesota and communicate in real time.

Requires notarial officers to create and maintain audio and video recordings of all video notarizations for at least 10 years, with recordings subject to inspection by the commissioner of commerce.

Mandates notarial officers inform signers that the notarization is temporary, being recorded, may be inspected by the commissioner of commerce, and will be retained for 10 years.

Requires notarial officers to take reasonable steps to ensure recording integrity and security, maintain backup copies, and protect records from unauthorized access.

Defines "peacetime public health emergency" as any governor-declared emergency relating to COVID-19 and establishes effective date of the day following final enactment through January 6, 2021.
