Allows grant encumbrances from fiscal year 2020 appropriations to be certified for two additional fiscal years beyond the scheduled cancellation year if approved by the commissioner of management and budget, notwithstanding existing Minnesota Statutes sections 16A.28 and 16B.98.

Provides relief from the effects of the COVID-19 peacetime emergency by extending the deadline for spending appropriated grant funds.

Requires the commissioner of management and budget to submit a report by December 31, 2021 to legislative committee chairs and ranking minority members with jurisdiction over finance, ways and means, and state government finance.

Report must itemize all encumbrances requested for approval, separately listing those approved and those denied.

Takes effect the day following final enactment and applies to grants encumbered on or before June 30, 2020.
