Directs Pollution Control Agency to use federal Hazard Ranking System and current guidance when establishing and updating priority lists for contaminated sites, replacing outdated 1983-1984 criteria.

Authorizes Pollution Control Agency commissioner to acquire real property interests (fee title or easements) at priority qualified facilities through donation or eminent domain to ensure completion and long-term effectiveness of environmental cleanup actions.

Establishes specific rules for eminent domain damages calculations, with awards based on property value after remediation minus remediation costs, with minimum award of $500 or greater.

Creates state liens on property owned by facility operators for environmental response costs and for increases in property fair market value resulting from cleanup actions, with liens attaching when costs are first incurred and continuing until satisfied or six years after final cleanup completion.

Adds authority for commissioner to acquire environmental covenants and easements at solid waste disposal facilities for closure, postclosure care, and related actions needed after postclosure period.
