Modifies Tier 1 teacher license renewal requirements by removing the requirement that districts demonstrate they posted the position and were unable to hire a Tier 2, 3, or 4 licensed teacher for initial license renewals.

Requires teachers with Tier 1 licenses to take a content examination within one year of license approval and submit results to their employing district or charter school.

Limits Tier 1 license renewals to a maximum of three times unless the requesting district or charter school demonstrates good cause for additional renewals; exempts career and technical education courses and shortage area positions from renewal limitations.

Prohibits school districts from giving preference in hiring or dismissal of teachers based on seniority except when choosing between otherwise equally qualified and rated teachers.

Requires school districts to report all new hires and terminations, including layoffs, by race and ethnicity annually to the Department of Education without including personally identifying information.
