Requires school boards to adopt comprehensive strategic plans aligned with achieving the world's best workforce, including goals for all student subgroups, culturally relevant curriculum, and diverse teacher recruitment and retention.

Establishes new teacher evaluation standards requiring inclusion of culturally responsive methodologies and sets a goal for Minnesota to increase teachers of color and American Indian teachers by at least 2 percentage points annually by 2040.

Implements nonexclusionary disciplinary policies and practices as alternatives to student dismissal, including positive behavior interventions, mental health services, and counseling before expulsion proceedings.

Prohibits lunch shaming and requires schools to adopt written meal policies ensuring students eligible for free or reduced-price lunch cannot be denied meals due to outstanding debt.

Allows American Indian students to wear tribal regalia and objects of cultural significance at graduation ceremonies and requires schools to adopt policies prohibiting discrimination against teachers for incorporating contributions of protected classes into curriculum.
