Changes the effective date of Sections 1 to 3 and 6 to 11 of Laws 2014, chapter 211, section 13 from July 1, 2020 to January 1, 2022.

Maintains the July 1, 2014 effective date for Sections 4, 5, and 12.

Allows employees, employers, employee or employer organizations, exclusive representatives, and other aggrieved persons to bring actions for injunctive relief and damages for unfair labor practices in district court until January 1, 2022.

Actions may be brought in the district court of the county where the unfair labor practice is alleged to have occurred, as defined in Minnesota Statutes, section 179A.13.

This bill's effective date is the day following final enactment.
