Commissioner of education must adjust 2020-2021 school year pupil units for fiscal year 2021 revenue only to ensure state aid payments and district levy amounts do not fall below amounts estimated in the February 2020 forecast.

Adjustment applies to nine revenue formulas including general education revenue, referendum revenue, capital levies, English learner aid, special education revenue, achievement and integration revenue, charter school building lease aid, long-term facilities maintenance revenue, and safe schools levy.

For declining enrollment revenue specifically, the commissioner must adjust fiscal year 2021 pupil counts or use alternative mechanisms to distribute the full statewide revenue estimated in the February 2020 forecast, with any excess prorated at fiscal year end.

Provisions apply only to fiscal year 2021 and become effective the day following final enactment.
