Appropriates $30,000,000 from the coronavirus relief fund in fiscal year 2021 to the Commissioner of Human Services for retention grants to eligible mental health providers.

Eligible providers must provide designated mental health services (including assertive community treatment, crisis response, outpatient services, residential treatment, and substance use disorder treatment) and attest to unreimbursed COVID-19 costs incurred between March 1, 2020 and December 30, 2020.

Grants cover costs related to personal protective equipment, cleaning, workplace safety, telehealth implementation, hazard pay for in-person services, and revenue losses from census decreases or mandated closures.

Commissioner shall begin issuing grants by October 30, 2020, with individual grants up to $300,000 per provider, prioritizing applications demonstrating highest need and service to underserved communities and medical assistance recipients.

Commissioner may conduct audits up to six years after grant award and must recoup any funds used for unauthorized purposes; appropriation expires January 31, 2021.
