Amends Minnesota Statutes section 43A.046 to require equitable geographic distribution of state employee layoffs to prevent disproportionate impact on economies outside the metropolitan area.

Requires agencies with more than 50 full-time equivalent employees to reduce at least the same percentage of management and supervisory personnel as line and support personnel during layoffs.

Mandates that when layoffs are necessary due to funding shortages, agencies must distribute personnel reductions so that rural and non-metropolitan economies are not disproportionately affected.

Becomes effective the day following final enactment and applies to collective bargaining agreements entered into on or after that date.
