• Adds public comment requirements to electronic meeting provisions for telephone, interactive television, and emergency meetings, ensuring public participation in testimony and public comment periods.

• Applies public comment requirements across multiple state boards and councils including agricultural, tourism, disability, aging, rehabilitation, housing finance, and other public bodies.

• Prohibits public comment only during closed executive sessions; all open meetings must provide opportunity for public comment regardless of whether conducted in person or by electronic means.
