Codifies federal Affordable Care Act provisions into Minnesota state law covering health insurance requirements for co-payments, deductibles, out-of-pocket maximums, and preventive care without cost-sharing.

Limits waiting periods for group health plan coverage to 90 days maximum, with exceptions for full-time status determination (up to 12 months) and cumulative service hour requirements (not to exceed 1,200 hours).

Requires individual health plans to include a three-month grace period for non-payment of premiums, during which carriers must pay claims for the first month and may pend claims for months two and three.

Allows dependent children to remain on health plans until age 26 without restrictions based on financial dependency, residency, marital status, or student status.

Creates new state law prohibiting discrimination in health care programs and insurance on the basis of race, color, creed, religion, disability, national origin, marital status, sexual orientation, or sex, effective January 1, 2021.
