Removes the requirement that districts demonstrate posting a teacher position before renewing a Tier 1 license, retaining only the criminal background check and initial skills affirmation requirements for renewal.

Tier 1 licenses may be renewed up to three times, except licenses for career and technical education, career pathways, or shortage area positions which may be renewed without limitation.

Tier 1 license holders must complete a content examination, cultural competency training, and mental illness training within one year of initial license approval to qualify for renewal, with an exception for career and technical education teachers regarding the content examination.

School districts cannot give hiring or dismissal preference based on teacher seniority except when choosing between equally qualified and rated teachers.

School districts must report annually to the Department of Education all new hires and terminations by race and ethnicity without personally identifying individuals.
