Authorizes school boards to establish and operate safe learning plans for the 2020-2021 school year allowing distance instruction, on-site instruction, or hybrid instruction models.

Defines distance instruction as remote teaching with daily interactions between students and licensed teachers, including online access and telephone contact during normal school hours.

Establishes a parent-based distance learning program allowing eligible students enrolled on March 13, 2020 to participate in parent-provided instruction while remaining enrolled and counted for funding purposes.

Permits school districts to use four-day week schedules for 2020-2021 with fewer than 165 instructional days and allows schools to conduct public health e-learning days when governors authorize school closures due to infectious disease outbreaks.

Extends school district fund transfer flexibility for fiscal years 2020-2021, allowing transfer of unencumbered funds between operating accounts and redirection of reserved or restricted revenue with school board approval.
