Prohibits compensation for absentee ballot application collection calculated by payment rate multiplied by number of applications collected, and prohibits bonuses or penalties based on minimum collection numbers.

Requires county auditors and municipal clerks to document the name, address, and telephone number of agents delivering absentee ballots and obtain their signed compliance statement before accepting return envelopes.

Limits agents delivering absentee ballots to no more than three voters per election and increases the penalty for tampering with ballots or envelopes from misdemeanor to felony.

Requires election judges to document the name, address, and telephone number of individuals assisting voters at polls and obtain their signed compliance statement before permitting assistance.

Upgrades penalties for undue influence on voter registration or absentee voting applications from gross misdemeanor to felony, and upgrades bribery related to voter registration or absentee ballot applications to felony.
