Exempts women from MinnesotaCare premiums for ten months following termination of medical assistance postpartum coverage under section 256B.055, subdivision 6.

Establishes a monthly premium scale for MinnesotaCare enrollees aged 21 and older, ranging from $4 to $80 based on federal poverty guideline income levels (35-200% and above).

Maintains existing exemptions from premiums for children age 20 and younger and individuals with household incomes below 35 percent of federal poverty guidelines.

Requires the commissioner of human services to examine methods for ensuring continuous health care coverage for women and infants after the medical assistance 60-day postpartum coverage period ends, including consideration of a federal section 1115 waiver.

Directs the commissioner to present recommendations to legislative committee chairs and ranking minority members with jurisdiction over health and human services by December 15, 2021, with provisions effective January 1, 2022, or upon federal approval.
