Appropriates $5,000,000 from the federal coronavirus relief fund in fiscal year 2021 to the Commissioner of Employment and Economic Development for small business relief grants.

Establishes eligibility for businesses that were selected through a lottery process but unable to receive grants because they lacked good standing with the secretary of state as of March 1, 2020.

Requires eligible businesses to provide evidence of obtaining good standing with the secretary of state and meet all other program requirements.

Distributes grant awards on a first-come, first-served basis to eligible applicants.

Requires any unawarded funds to be returned to the federal coronavirus relief fund by December 1, 2020.
