Department of Public Safety Driver and Vehicle Services Division shall conduct a pilot program to develop and install self-service kiosks allowing customers to renew motor vehicle registrations and obtain license plate stickers on site without requiring assistance from a deputy registrar.

DVS may use a competitive bid process to select a vendor to provide hardware and software, and the vendor must maintain and install all kiosks while ensuring proper handling of registration materials.

Deputy registrars administering kiosks retain the same filing fees as traditional transactions, and DVS may assess a convenience fee that can be retained by the vendor.

Commissioner of Public Safety must submit a report to the legislative transportation policy and finance committees by January 1, 2024, including number of completed transactions, failed transactions, and recommendations on permanent implementation.

Pilot program expires June 30, 2024, with unspecified general fund appropriation for fiscal year 2021 to implement the program.
