Establishes a presumption that school employees who contract COVID-19 have an occupational disease arising from employment if they meet specified requirements.

Covers teachers, administrators, paraprofessionals, bus drivers, nutrition staff, custodial staff, and other school district or charter school employees providing student-related services.

Requires COVID-19 diagnosis to be confirmed by positive laboratory test or, if unavailable, documented by a licensed physician, physician's assistant, or advanced practice registered nurse.

Presumption can only be rebutted if employer or insurer proves employment was not a direct cause of the disease, with denials subject to standard workers' compensation denial requirements.

Effective retroactively for employees who contracted COVID-19 on or after July 15, 2020, and sunsets on July 30, 2021; commissioner must report to legislature by January 15, 2021 and August 15, 2021.
