Sunsets the Drug Formulary Committee on June 30, 2021, and requires the commissioner of human services to submit a proposed reformulation by March 1, 2021 that includes adequate consumer representation and procedures ensuring public input.

Requires the medical assistance drug formulary and preferred drug list to include all FDA-approved drugs for the treatment or prevention of HIV/AIDS and prohibits removal of any class of such drugs.

Mandates a public hearing before the commissioner can delete a drug from the preferred drug list, with notice specifying the drug, medical analysis, and health equity impact evaluation.

Prohibits deletion of drugs from the preferred drug list solely for economic or fiscal reasons.

Prohibits prior authorization requirements for any class of FDA-approved drugs for HIV/AIDS treatment or prevention.
