Amends Minnesota Statutes 2018, section 609.735 to add "the spread of infectious disease" as an exception to the prohibition on concealing identity in public places.

Maintains existing exceptions for identity concealment based on religious beliefs, amusement, entertainment, protection from weather, or medical treatment.

Clarifies that a person concealing their identity by robe, mask, or other disguise in a public place remains guilty of a misdemeanor unless one of the enumerated exceptions applies.
