Scrap metal dealers are prohibited from purchasing catalytic converters except from bona fide automobile repair shops, automobile recycling facilities, or other lawful sources that recover converters in the ordinary course of business.

Sellers of catalytic converters must provide scrap metal dealers with verifiable documentation proving ownership, including receipts, bills of sale, titles, certificates of title, purchase agreements, shipping manifests, or work orders.

Scrap metal dealers must hold catalytic converters for at least 14 days after acquisition before processing, selling, or removing them from their premises.

Non-dealer persons are prohibited from purchasing used catalytic converters unless the converter is still attached to a motor vehicle.

All provisions are effective the day following final enactment.
