Amends Minnesota Statutes section 43A.046 to require equitable geographic distribution of state employee layoffs when reductions are necessary due to funding shortages.

Requires agencies with more than 50 full-time equivalent employees to reduce at least the same percentage of management and supervisory personnel as line and support personnel.

Mandates that personnel reductions must ensure economies outside the metropolitan area, as defined in section 473.121, subdivision 2, are not disproportionately affected by layoffs.

Becomes effective the day following final enactment and applies to collective bargaining agreements entered into on or after that date.
