Amends the date requirement for business eligibility from March 1, 2020 to the date of grant disbursement for verification of good standing with the Secretary of State and Department of Revenue.

Allocates $60,000,000 in coronavirus relief funds split between Minnesota Initiative Foundations ($31,250,000 for greater Minnesota) and nonprofit corporations ($31,250,000 for seven-county metropolitan area).

Provides grants of up to $10,000 per business to entities with 50 or fewer full-time employees that experienced COVID-19 financial hardship, with priority for businesses restricted from operating by executive order on May 18, 2020.

Requires minimum allocations including $18,000,000 to businesses with six or fewer employees, $15,000,000 to minority-owned, veteran-owned, and women-owned businesses, and $2,500,000 to ethnic cultural retail markets with at least 25 tenants.

Permits grants to be awarded by lottery over a 10-day application period and exempts the grant program from certain procurement statutes through December 30, 2020, with reporting required by December 31, 2020.
