SF 33 - PROMISE Act Summary

• Establishes a community repair panel to consider claims and award disaster assistance ($125 million appropriated) to eligible persons economically impacted by civil unrest in Minneapolis and Saint Paul between May 25-June 8, 2020.

• Creates the Metropolitan Area Redevelopment Corporation led by people of color and indigenous people to facilitate access to resources for small business development, affordable housing, and economic development in affected areas.

• Imposes a 0.125% sales and use tax in metropolitan counties (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, Washington) beginning January 1, 2021, with proceeds funding the redevelopment corporation.

• Establishes the Civil Unrest Investigatory Commission to examine and create a public record of actions, orders, and responses by government officials, police, and military during May-June 2020 civil unrest.

• Provides property tax abatements for damaged properties, sales tax exemptions for repair materials and equipment, rent stabilization for affected businesses and residents, and authorizes limited use of eminent domain for property acquisition and redevelopment.
