Increases monthly hour limits for personal care assistants and support workers from 275 to 310 hours per month.

Temporarily allows parents, stepparents, legal guardians of minors, and spouses to be compensated for providing personal care assistance services during the COVID-19 peacetime emergency, expiring January 31, 2021 or 60 days after emergency termination.

Establishes a temporary 13.75 percent rate increase for direct support services under covered programs, requiring providers to use at least 80 percent of additional revenue for wages, salaries, and benefits for direct support professionals.

Appropriates $13,390,000 from the general fund in fiscal year 2021 to implement direct support professional provisions, with general fund base increases of $1,000 each in fiscal years 2022 and 2023.

Rate increase and compensation provisions require federal approval to become effective and expire January 31, 2021 or when the COVID-19 emergency is terminated, whichever is earlier.
