Renames "Christopher Columbus Day" to "Indigenous Peoples Day" (the second Monday in October) in Minnesota's definition of state holidays.

Makes Indigenous Peoples Day a holiday for the executive branch of state government, while allowing other state branches and political subdivisions to opt in or out.

Requires the Friday after Thanksgiving to be a holiday for the executive branch, with other state branches and political subdivisions having the option to adopt it.

Requires all existing public employer-employee agreements citing "Christopher Columbus Day" or "Columbus Day" to be amended to instead cite "Indigenous Peoples Day."

Directs the revisor of statutes to change all instances of "Christopher Columbus Day" or "Columbus Day" to "Indigenous Peoples Day" throughout Minnesota Statutes and Rules, effective the day following final enactment.
