Amends Minnesota Statutes section 134A.17 to authorize Polk County Law Library to transfer up to $150,000 from its fiscal reserve to Polk County for courthouse technological improvements, provided the reserve can sustain operations for over five years.

Allows transfer of up to half the fiscal reserve amount, but the maximum transfer cannot exceed $150,000.

Permits Itasca County Board of Commissioners to add unorganized territory (Government Lot 1, Section 12, Township 54 North, Range 26 West) to Harris Township by resolution, bypassing the standard petition requirement if fewer than 20 legal voters reside in the territory.

Requires both Itasca County Board of Commissioners and Harris Township Board of Supervisors approval and compliance with Minnesota Statutes section 645.021 for the territorial addition to take effect.

Polk County provision is effective retroactively from August 1, 2020; Harris Township provision becomes effective after local approval compliance.
