MN HF10

Amends Minnesota Statutes section 43A.046 to require equitable geographic distribution of state employee layoffs between metropolitan and non-metropolitan areas.

Requires agencies with more than 50 full-time equivalent employees to reduce at least the same percentage of management and supervisory personnel as line and support personnel during layoffs.

Mandates that when layoffs result from funding shortages, agencies must distribute personnel reductions so that economies outside the metropolitan area are not disproportionately affected.

Takes effect the day following final enactment and applies to collective bargaining agreements entered into on or after that date.
