School districts and charter schools must provide students with disabilities instruction and services according to their individualized education programs regardless of whether instruction is on-site, distance, or hybrid.

Schools must comply with all COVID-19 prevention guidelines issued by the Department of Health when providing instruction and services to the extent practicable.

Students' families may choose at any time during the school year to have the student participate in distance instruction for the remainder of the semester.

Schools must offer a distance instruction model that meets the educational needs of all students whose families choose not to participate in on-site or hybrid instruction.

The bill is effective for the 2020-2021 school year only.
