• Codifies Affordable Care Act requirements into Minnesota state law, including provisions on waiting periods, grace periods, preventive care coverage, and out-of-pocket maximums for health insurance plans.

• Prohibits group health plans from applying waiting periods exceeding 90 days for coverage eligibility, with limited exceptions for determining full-time status (up to 12 months) and cumulative service hour requirements (capped at 1,200 hours).

• Requires individual health plans to include a three-month grace period for nonpayment of premiums, during which carriers must pay claims for the first month and may pend claims for months two and three.

• Mandates coverage of preventive health items and services without cost-sharing (deductibles, coinsurance, co-payments) at participating providers, based on U.S. Preventive Services Task Force and CDC immunization recommendations.

• Creates new nondiscrimination provisions prohibiting health care programs and insurers from discrimination based on race, color, creed, religion, disability, national origin, marital status, sexual orientation, or sex; effective January 1, 2021.
