Department of Public Safety must issue free Minnesota voter identification cards to eligible voters who lack a valid driver's license or state identification card, with applicants required to verify age 18+, U.S. citizenship, and 20-day Minnesota residency.

Voter identification cards must include photograph, full name, date of birth, address of residence, distinguishing number, and signature, with distinct color scheme from driver's licenses and security features matching state ID standards.

Voters must present valid photo identification before signing polling place rosters; acceptable forms include driver's license, state ID, voter ID card, tribal ID, or receipt for new/renewed ID with expired photo ID, with student housing lists and fee statements also permitted.

Voters unable to provide required photo identification may cast provisional ballots, which must be counted within seven days if voter appears before county auditor/clerk with proper identity and residence documentation.

Effective July 1, 2021, for all elections held on or after that date; Department of Public Safety reimbursed up to $9.85 per card issued, with monthly reporting to legislature on expenditures by county.
