Creates new section 13D.013 requiring all open meetings of public bodies to allow public comment periods where members of the public can directly address the body on any agenda item before or during consideration of that item.

Public bodies may adopt reasonable rules limiting total time for public comments, time per speaker, and scope of comments to specific agenda items currently before the body.

Amends electronic and remote meeting provisions across multiple statutes to ensure public can participate in testimony and public comment periods during telephone, interactive television, and other electronic meetings.

Requires at least one member physically present at regular meeting location during electronic meetings, all members able to hear/see each other, public able to hear/see all discussion and votes, and all votes conducted by roll call.

Allows public to monitor meetings electronically from remote locations with ability to participate in public comment, though entities may require payment for documented marginal costs of additional connections.
