Requires written consent from individuals before vaccine administration, with parental or legal guardian consent required for children and individuals unable to consent.

Written consent requirement applies during states of emergency, including peacetime emergencies.

Prohibits government officials from coercing or compelling vaccination consent by withholding government benefits including stimulus checks, MFIP, general assistance, supplemental aid, health care programs, diversionary work programs, unemployment compensation, and student loans.

Effective the day following final enactment.
