Prohibits health service plan corporations from sharing patient identifying data, health records, or claims files with any provider, corporation, organization, or agency located outside the United States.

Requires health maintenance organizations to only contract with nonprofit insurance companies and health service plan corporations for insurance and administrative services.

Prohibits health maintenance organizations from sending or sharing patient identifying data, health records, or claims files with any provider, corporation, organization, or agency located outside the United States.

Requires prior written consent from affected subscribers before health service plan corporations can enter into contracts that relieve them of duties and obligations to subscribers.
