HF1012 Summary

• Amends Minnesota Statutes 2020, section 124E.05, subdivision 5, regarding how the commissioner reviews charter school authorizer performance.

• Commissioner shall review authorizer performance every five years using criteria appropriate to the authorizer and schools it charters, and may review more frequently at the commissioner's initiative or upon request from charter school operators, board members, or other interested parties.

• Commissioner must consult with authorizers, charter school operators, and stakeholders when developing review criteria, and must minimize duplicate reporting by using existing department data.

• Commissioner is prohibited from penalizing authorizers for failing to charter additional schools, for the absence of complaints against an authorizer's current portfolio, or by failing to credit performance or withholding points on these bases.

• School district authorizers that previously submitted a written promise of compliance may submit a new written promise as part of the review process.
