Establishes the Minnesota Imagination Library Project to improve reading proficiency and college and career readiness by providing free books to young children in Minnesota.

Requires the Education Commissioner, in consultation with the Division of State Library Services, to develop and administer the project and ensure every enrolled child receives an age-appropriate book each month.

Limits eligibility to children not yet five years old as of September 1 of the current school year.

Authorizes the Commissioner to contract with national book gifting foundations and local nonprofit organizations or school districts to administer outreach, recruit volunteers, solicit donations, and enroll children.

Appropriates unspecified amounts from the general fund to the Department of Education for fiscal years 2022 and 2023, with the Commissioner retaining up to 5 percent annually for program administration.
