Establishes a new Department of Early Childhood effective July 1, 2023, with a commissioner appointed by the governor with senate confirmation and salary set at 133 percent of the governor's salary.

Transfers early childhood programs from the Departments of Human Services, Education, and Health to the new department, including child care assistance, Head Start, early screening, home visiting programs, and quality rating systems.

Sets the department's goal to ensure every child from birth through age five receives equitable and comprehensive opportunities to reach their full potential, with particular focus on addressing racial inequities and ensuring kindergarten readiness.

Requires the commissioner to develop program objectives and performance measures by January 15, 2024, and submit biennial reports beginning January 15, 2025, on program effectiveness and coordination of early childhood services.

Directs the commissioner-designee to be appointed by January 15, 2023, with the Department of Management and Budget providing financial and administrative support until the department is fully established.
