Limits corrective action plans for charter school authorizers to no longer than 130 business days.

Establishes a multi-step process requiring the commissioner to notify the authorizer in writing, allow 15 business days to request an informal hearing, and provide 45 business days to make improvements after the hearing.

Allows charter school boards to transfer to a new authorizer without current authorizer approval if the authorizer has been under a corrective action plan for more than 130 business days.

Requires the commissioner to assist affected charter schools in acquiring a new authorizer when a contract is terminated.

Adds failure to meet corrective action plan deadlines as a new ground for the commissioner to take additional corrective action against an authorizer.
