Removes the governor's authority to use peacetime emergency powers to alter school schedules, curtail school activities, or order schools closed, including charter schools and elementary schools with prekindergarten programs.

Prohibits the governor from using peacetime emergency authority to prevent the typical presence of students in school buildings.

Allows the governor to advise and consult with school leaders regarding emergency management actions, but cannot issue orders affecting school operations.

Applies effective the day following final enactment to all peacetime emergencies in effect or declared on or after that date.
