Requires automatic sprinkler system installation in existing buildings with at least one story 75 feet or more above the lowest level of fire department vehicle access, with systems fully operational by August 1, 2033.

Sprinkler systems must comply with State Fire Code and State Building Code standards and cover all portions of buildings where sprinklers would be required if newly constructed.

Exempts monuments, war memorials, airport control towers, open parking structures, agricultural buildings, owner-occupied residential buildings (70% or more), elevator equipment rooms, utility facilities, medical facilities, and OSHA-compliant manufacturing facilities.

Requires building owners to submit compliance intent letters and plans to the state fire marshal by August 1, 2023, with the commissioner authorized to grant extensions for demonstrated inability to comply.

Authorizes the commissioner to adopt rules for implementation and appoint a working group including representatives from fire marshals, building associations, housing authorities, engineers, and building residents.
