Amends Laws 2020, chapter 74, article 1, section 16, to prevent statutory deadlines governing district and appellate court proceedings from expiring from March 13, 2020, through April 15, 2021.

Suspends all statutes of limitations and other time periods prescribed by statute that apply to judicial proceedings during the peacetime emergency declared in Governor's Executive Order 20-01.

Allows judges to hold hearings, require appearances, or issue orders during the peacetime emergency if individual circumstances relevant to public safety, personal safety, or other emergency matters require action in a specific case.

Applies retroactively to all deadlines that had not expired as of March 13, 2020, and would have expired between March 13, 2020, and April 15, 2021.

Takes effect the day following final enactment.
